Not without other mods.  Different size axle, to start. 

Part number chrome:  55071-11

19" Front
Fits '09-later Road King®, Road Glide® (except '12-'13 FLTRXSE), and Street Glide® (except Trike) models. Requires separate purchase of Agitator Floating Brake Rotors.

MSRP US $749.95

There are aftermarket wheels that would fit....

Fork lowers use the same p/n from 00+

Why couldnt you use the 25mm axle, bearings, spacers and crush tube?

change the bearings to match your axle...

YES. 2012 wheel with bearings, 08 and up wheel spacers, 25mm axle, your lowers, done deal.  :2vrolijk_21:

I would like to put the agitator wheel on the front of my 05 cvo electra glide. After reading the changes required the only question I have is about the difference in the size of the brake rotors. Will this setup work with the stock 05 calipers?

I recently mounted 11.8 rotors on an 07 and they hit the "anti rattle pin" inside of the caliper. On this bike we changed the calipers to Brembo's and all was good.

If it were mine I would have chucked the rotors up in the lathe and cut them down to 11.5 and been done!!
