My understanding is that the 1.75' 2' or 2 .25 represents the in side diameter of the pipe.  Harley stock pipe is 2".  While the 1.75" is quieter, I have been told it does not allow the exhaust gases to escape at the proper rate.  I started w 1.75" and have changed to 2".  the bike is in the shop now for Dino tune.  The reason I made the change was significant popping and missing.  Either my o2 sensors failed or the smaller pipe was the problem.  Will let you know when I hear for sure.  My teach does not recommend less than 2".
