Any chance you rode through a big puddle somewhere?

I had mine fill with water once after riding through some nasty rain and puddles.

Mine is that way as well.  Like the baffle is stuck, or something.  Going to change to an air horn, when I get around to it....

TRY REMOVING IT FROM THE COVER & HOLD IT IN YOUR HAND AND SEE IF IT WORKS RIGHT.  IF SO, REISTAL AND TORQUE THE NUT TO SPEC, I DONT HAVE THE SPEC RIGHTNOW BUT IF I CAN LOCATE IT ILL SEND IT TO YOU, OR CALL YOUR DEALER, ITS NOT VERY MUCH THOUGH 3-5 FT LBS, USE A LITTLE LOCKETITE [smiley=xyxthumbs.gif]         DAVE

This is a very common problem with Harley horns, and is best cured by replacing it with something better from the aftermarket.  I've seen the issue caused by things like a loose mounting screw, water ingestion, poor electrical connections, and improperly set internal air gap from the supplier.  You can find aftermarket replacements from folks like Fiamm that will bolt right up like stock but perform much better, or try one of the various air horn solutions.  Try searching the site for "horn", "air horn", "stebel", etc.

The problem is probably what Gettinold described above. I had the same problem when I changed my horn cover. The instructions will scare you when they have this warning about not over-tightening the nut that holds the horn to horn cover because you can permanently damage horn if you do. You will need a torque wrench that is incremented for in-lb torque.

My directions from horn cover I replaced are:
Apply Loctite 271 (Red) onto threads of the nut fastening the horn to horn cover. Torque the nut to 90 - 100 in-lb (10.2 - 11.3 Nm).

I find that I'm usually too busy grabbing brakes, clutch, etc., and looking for possible escape routes,
