License Plate mounting

I tried to mount my plate last night on my 2013 Ultra CVO and the bolts will not go through the holes.  There are plastic "junction boxes"  or something directly behind the holes...Do I need to move the tour pack back or am I missing something simple here? ??? :nixweiss:

I was only able to use the bottom two holes. The amplifier is mounted under the tour pak. That is what is blocking the upper holes.

Yeah I just got off the phone with service and they said the same thing.  I also found out Maryland changed plate sizes and I have the old size....so I have to drill holes in the plate....Oh well.
