handlebar adjustment

Any one know if the handlebars can be adjusted up and/or back on a 2013 Ultra Classic cvo?

They can only be rotated on the axis of the risers.  That's why a lot of us install aftermarket bars such as Wild One Chubby's, Yaffee Monkey Bagger Bars, BR Bars and many others.
