Voltage Regulator questionable

Hopefully, the fact of owning a CVO will allow me to post a question about my non-CVO, not to mention the knowledge in here seems a bit more logical.

What I thought was a bad battery has me wondering if it's the regulator or whether I found the problem when I unplugged the regulator/stator plug and several ounces of oil came out.?.  The bike is a 2000 Softail and I went through all the voltage regulator tests after finding all the oil, but everything checked okay except that I do seem to have about 250-300 millivolts when measuring across each terminal and ground.  The instructions I read, all say,  NO voltage.  So is 300mV too much indicating a bad regulator??  Or do you guys think it was the oil in the plug??

The battery ran down while at Myrtle Beach,  I bought a new one that ran down several days later which led me to the regulator.

Fastest way to check the voltage regulator. Check battery dcv should be 12.8 to13.4 volts DC on good charged batteries. Start bike measure the voltage across that battery while running about 2500 rpm should. Be about 14.5 volts DC. If not check your alternater acv.  Check Manuel for pinout and expected account. You don't want to replace a good part with a bad diagnosis!  Measuring voltage to ground is good test nut which part us bad? Regulater or the alternater?
