Less capitol letters and a little punctuation goes a long way on trying to decipher what your post is telling us.

From what I can gather, the battery is junk. Recharging it might not have worked as well as you thought.

A good battery should be about 12.6 or more voltage with key off. Check your charging system. The Alternator shoud have a low resistance between the two pins on the alternator. Neither pin should be shorted to chasis ground. The ac output of the alternator should 14.2vdc but no more than 14.8 vdc when reved. it would overcharge battery and kill it. Make sure your battery connectors are clean and tight. If your lights etc dont work, check the circuit breakers and wiring for shorts to ground or open wires,
The electronic ignitions will not spark with low battery voltage. The elec starters drop battey voltage even more when  cranking

Disconnect the battery (pull the main fuse) let it reset and start all over again.

1. Make sure the kill switch is in the run position.
2. Check your security FOB batteries, no signal = no start

Definitely replace the batteries in the fobs before you go any further.  Others have posted the same kind of problem in the past and ultimately they found that the fob batteries needed to be replaced.

If you actually know the personal security code (I'll bet most folks don't) and follow the instructions to the letter, you should be able to disable the security system even when the fobs won't work.  If you didn't set your own code and write it down back when you bought the bike, and are trying to use one of the supposed "default" codes people always post about, you may be using the wrong code.  There is no single "default" code that all dealers set up during prep; that's a wives tale.

Change FOB battery, check for blown fuse with a meter (not using your eyes)

everything lights up and the security light is blinking........you are in security lock out.
you need that default code OR the code you changed it to..........
check the owners manual if you or your dealer didn't alter the code it should be the same.....
2011 CVO SG default code IN THE MANUAL was 1,1,1,1,1.......
every one of these posts is on point, find the code or call the dealer for the code.....
follow the manual or Jerry's instructions.......
no manual, download it....

Did you replace the FOB batteries?  If you put new batteries in and it still won't "see" the FOBs, there's only two things it can be: Both FOBs are faulty (VERY unlikely), or the bike has somehow lost it's pairing with the FOBs...also unlikely.

Change the battery in the fob, it should be available at any store that carries batteries. It is a CR2032 watch battery. Also used in a lot of car keyless entry fobs. If you have an extra fob for a car use that until you can get one. Buy two and always carry a spare with you on the bike.

progress, good.  do you have a small battery tester? If so, test the button batteries inside the fob, chances are they are dead.  If they are good, or you have already replaced them then the fob itself may be defective (got wet, got dropped, got crushed) if not, at least you can now manually unlock the bike and get to a dealership.  I wish I could figure out the next step, but between my post and the others on this thread, I am out of further steps to try.
