Don't know of anyplace that specifically hangs a shingle for Harley starter rebuilding anymore.  Though any shop that regularly does automotive unit (starters, alternators, etc) rebuilding could work on it if they chose to (they might not want to screw around sourcing parts they don't regularly keep on hand).

However....  Harley makes the internals available and there's nothing inside there you can't diagnose either visually or with a cheap meter.  The starter also isn't hard to work on.  Willing to give it a go yourself?
