Do you have an owners manual?  On previous model years the instructions were included in the manual.  I haven't seen any information anywhere that indicated Harley eliminated that capability to turn the system off, but I don't have access to the 2014 manuals so I don't want to assume that is true and give you a bad answer.

I was wondering how people would like it now that Harley no longer uses actual cylinder head temperature to trigger the system but instead just uses outside air temperature (80°F and up).  In some parts of the country that means the system would always be shutting down the rear cylinder at idle.

When did they change that?  My '13 doesn't cut on with ambient temperature.  I'd like to see a reference about this.  Pretty silly to use ambient of 80 as a trigger.

It was changed for the 2014 Twin Cooled bikes.

Yes, it's simple to turn off EITMS on the 2014 touring. With the keys on and run switch on, turn the throttle forwards and hold until the cruise light comes on. To re-enable it doe the same thing over again. If you have a shower head you can view what state it's in on the radio display.

The Shower Heads enable the EITMS strickly on ambient air temperture and if the bike has run over 255 seconds. The air cooled work different but in 2014 the only choice for EITMS is to turn the rear cylinder off, skip fire mode that they could have before is now gone.

^^^^ yep, and it is pretty annoying.
Not sure if I'm turning mine off yet or not but probably. Once over 80* you pull up to a red light and within a few seconds it's on, well, actually off, lol. In any event it is pretty annoying.

On yours turn the key/run switch on, then accept the radio message. On the right turn signal switch press the "!", this will bring the gauges up on the radio display and the bottom item will be the EITMS. Turn the throttle forward and hold and the display will change states. You can do this anytime with the bike running or not. I keep mine off but know if I get stuck in traffic a simple twist of the throttle will switch it back on. I agree it sucks when its on and I feel it's not necessary most of the time.

does it stay off until you turn it back on, or do you have to do this every time you start the bike?

It stays off until you turn it back on.  Play with it until it's second nature, then if you find yourself in situations where you actually do want it turned on it will only take a few seconds to do so.
