What options do I have to lower the rear end only, is it just the shock off-set kit or what...

Harley and many others sell one inch shorter shocks that will lower the rear.  The standard shocks are 13" btw.

Couldn't you just use the shocks off a 2012 CVO Street Glide?

If you look at Ronnie's Harley Davidson on-line parts fische for a 2012 CVO Street Glide (which is lowered from the factory) you'll find the following information.  The two rear shocks on the 2012 CVO SG (left & right) are not interchangeable, you'll understand why if you look at the drawing in the fische. If lowering the rear you might consider also lowering the forks. If you want new, buy from Ronnies or another discount dealer online but I would try the "wanted to buy" section here on the forum first though.

I am looking to lower my 2014 CVO Limited as well and am looking at Phoenix Customs to customize my OEM shocks that came with my bike. The OEM shocks are 13" and Phoenix Customs will convert them to a length of 11.50" for about $175.00. When i call them and find more out ill let you all know. Oh yea im not tall at all. I am 5ft8" with a 30" inseam.

Don't do it!  The ground clearance on our rides are not good to start with and if you like to actually ride your MC and take a curve now and then lower shocks will not make you happy. I suggest that you try with a custom sadle first.

The only good thing about what they will do is that you'll only be out $175 after they're done and the result isn't what you really wanted.  Some places would probably charge more.  The stock 13" air shocks leave a whole lot to be desired in stock form, and the shorter 12" version sold by Harley is even worse.  I can't see this resulting in something good.

Before you waste money on 11.5" shocks of any brand, you might want to search for comments from others who have been down that road on an Ultra or other Touring model.  I remember several who came back and reported being very dissatisfied with ride and ground clearance.  The best way to get your feet on the ground is still going to be through a modified or custom seat IMHO, and that won't negatively affect ride, clearance, and safety like a set of short shocks will.

Would something like the Legend Air Shocks work for you?  That way you can raise and lower as needed.
