twolane, Its just not working at all. I am hoping the dealer did all the obvious things like this to trouble shoot.

Without having the bike at hand can't suggest anything more than the obvious. There is a troubleshooting flow chart in the Electrical & Diagnostics manual that they could have and should have followed were it not something obvious. But they are a pretty simple system with few parts to deal with if one were only shotgunning the diagnosis.
Starting from cheapest and easiest to most expensive attempts do these things:
Check the fuses.
Open the handlebar clamps and spray the switches with electrical contact cleaner then carefully blow everything out with compressed air. Switch action can be checked manually with a meter if you want to pull the fairing off to get to the plugs.
Check the cable. Unhook it from the throttle body and module and make sure it moves freely and isn't broken.
If the switches are good and the cable is ok the only thing left is the module.
This assumes they're not missing the stupid stuff. Make sure none of the bulbs are burned out. If I remember correctly one of the logic steps on that vintage was that if the brake light was burned out the cruise didn't work. Also make sure both brake light switches are good. If a switch is bad and has the brake lights on all the time obviously the cruise control can't work.
You'd mentioned that you're a decent wrench and are comfortable doing most things. None of this is difficult nor terribly complicated. So not a hard thing to check out at home in short order one evening.
