help adjusting handlebars on 2013 SERK

I'm trying to adjust the handlebars up a bit on a 2013 CVO Road King. The service manual say to remove the cover and expose 2 of the clamp screws. I popped the cover off and the metal cutouts in the cover don't line up with the screw heads. So I thought I could remove the cover by taking off the 2 phillips screws under the ignition switch cover. So I pop that off, remove the screws and the bottom seems loose but the upper portion seems tight.
     Do you have to remove the headlight and go in and unbolt the spear cover to pull this cover off?  Any ideas how to go about adjust these bars without tearing the entire assy down? THXS

In front of the handlebar clamp cover there is another screw that is hidden by the spear on top of the nacelle. You have to remove the headlamp to get in there to remove the spear bolts. Pull the spear off and remove that screw to pull the handlebar clamp cover. stupid design by the motor co.
