Yes.  The current SEPST, 32109-08C, will work on 2001 and up Softails, per H-D (see attachment taken from the 2014 SE Catalog).  You just have to purchase the correct cables for your model year and model.

Each tuner will only work on one bike, once used it won't work on any other

Finn, you need to give us the rest of the story.  Since you have a dyno chart, does that mean someone supposedly did a full tune, or does that just mean someone did a dyno run and gave you a chart, and now you want to know if you can use the SEPST to fix it yourself?  It looks like you need a good tune from a good professional, IMHO.

I'm pretty sure I've read some comments from other people on the site about dips in the torque curve with the D&D FatCat pipe, but there's a big difference between a slight dip and that crater on your chart.  IMHO, a good tuner could do better than what I see on that chart.  That chart shows they only made 3 runs.  If that's the case, they didn't do a real tune, they just loaded a canned map from Harley which wouldn't be based on your cam and exhaust choices.  Many dealerships pull this crap and people think they got a real tune, when in fact they got a canned map and a dyno run or two to create a chart.

Hopefully one of the real professional tuners on the site will jump in and give you a better answer.  I know I've seen much better looking charts with those pipes.
