I'd also check to see that your not missing the little black plastic/rubber cap at the end of the small tube (circled in orange) in the photo's below.

 My brother lost his and it raised havoc until we replaced it. Very easy for one these to get dislodged and lost,  such a simple and easy fix once identified.

It is for a different application.  Doesn't surprise me that it is missing and you see no running issues.  The Delphi ECM should easily be able to make adjustments for this small intake leak.

The tube is the vacuum source for the evaporative emissions system purge valve, and it is capped off on units that do not have that system, such as 49 state models like yours.  Get a rubber cap, clean the tube with a solvent like alcohol so the cap won't be easily dislodged, and install the cap to the tube.  There are adhesives that can be used to make sure the cap doesn't come off again if you think that might be a problem.

You can buy a rubber cap from your friendly dealer, or just go to any auto parts store and buy the small assortment pack that has several sizes and chose the best snug fit.  The Harley part number is 90383-98.

Have you checked the fuel filter, fuel pump, fuel line inside fuel tank?  Pinhole leaks in the internal fuel line cause these problems.

Put a fuel pressure gauge on the bike and see were the pressure is, just a had a bike that was doing the same things and found the fuel pressure was way low.   I also cleaned the IAC which needed it, but was not the answer although I think it helped.   Ended up replacing the fuel line and regulator, filter, and dont forget the 10 screws and gasket if you have to go this route.

As said could also be a broken wire to or at the injectors, and/or an injector itself.

Only if you have one of the older models that still have the big top plate that's held on by ten screws.  Late model bikes use a locking ring and seal ring (2008 and later).  If you have the older type that uses ten special sealing screws, then yes you need to replace them each time.  The same applies to the seal ring for late models.  When dealing with gasoline, it's highly recommended you do it right.  Btw, the screws only cost about one dollar apiece, and the late model seal ring is only about six bucks.

Check your fuel pressure before you take the time to tear into the tank.  You should have about 56 to 58 psi.  Just tap into the line between the tank and fuel rail with a pressure gage...

With a couple of wire ties you can check the fuel pressure while riding to make sure it maintains under acceleration going down the road.
