The speaker is basically making his point concerning the levels of immigration allowed under current laws passed by Congress. That is an addressable issue, one for which we can all hold our elected representatives responsible. The bigger problem is the lack of enforcement relative to illegal immigration. Congress does not enforce laws, that duty falls to the executive branch of government. As much as we love to bash Gee Dubbya, and as much as he deserves our bashing, he did not invent this issue. No administration in the past several decades has truly enforced the laws, especially with regard to our southern neighbor. That is why I am very interested in where the current crop of candidates stand on this issue. We need to stop letting the Mexican government use us as their welfare system, make a real effort to secure our borders, and streamline the system for apprehending and deporting illegals. Once we get a handle on the illegal immigration, then we can make informed decisions on suitable and sustainable levels of legal immigration.
