One thing to try with the heated seat issues... Try turning on the ACC switch on the Fairing Cap and then turn on the heated seat. I thought mine wasn't working at all on low, but it seemed a little warm on high. I found out that it was just by the time I put it on high, my but warmed it enough that it felt like a little heat had been generated but it hadn't. The '08s are hooked up through the accesory circuit and don't get any power unles the switch is on. Not sure it the '07s are that way too. I met a guy last October who's dealer had replaced the seat and then when it still didin't work gave up and was waiting for an answer from Harley! All it is is the switch.
My understanding is you can change how it's hooked up. Remove the screw and pull the seat up enough to expose the lead under the fron part of the seat. You'll see it hooked into a harness. There's another empty plug on the harness that I've been told tha you can switch the seat into and then it's got power without the acc switch. Haven't tried it so I have no idea if that's true or not.
If you have the switch on, you shouldn't be able to take the seat on high for very long. It gets H-O-T!!!! So if you barely feel it, you need it replaced.
