My SEEG2 came with spoiler lights on the tour pak and saddle bags. Currently they only function as brake lights. I would like to have them work as turn and brake lights. Is there a way to do this without cutting in to the wiring harness?

If the tour pak spoiler and saddlebag spoilers are functioning only as brake lights, the wiring is not correct. Both the TP and saddlebag spoiler LED's use a Deutsch connector that is plugged into the accessory connector under your seat. The wires should match up with black=ground; blue=run light; and red/yellow=brake light.
As for wiring the sadllebag LED's for turn signals in addition to run/brake, it's so simple (even a caveman could do it) and you aren't hacking the bike's wiring harness, though you are changing the harness of the saddlebag LED's. If you look at the saddelbag LED harness, it's two harnesses that are joined at the Deutsch connector pins. You can disassemble the connector or simply cut the right and left side wires near your HD run/brake/turn signal module. Splice the black wires from the saddlebag LED's to a black wire in the connector for ground.
For the left and right side turn signal function, as well as the run/brake light functions, just pick either of the remaining two wires in each harness (it doesn't matter which you choose and you will only use one of the two wires from each side. The other wire is unused in this configuration. Take the wire from the left side saddlebag LED and splice it to the violet wire aft of the module. Take the wire from the right side saddlebag LED and splice it to the brown wire aft of the module. (For these purposes, "module" means the little black box that has the wires exiting it, but before the connector to the harness that goes inside the rear fender.)
For an even "neater" installation, you can remove the black, violet, and brown wires from their connectors, cut-off the pin terminals, and co-join the wires rather than splice them as the Deutsch connector does with the saddlebag LED's as supplied by HD.
It's a very simple project and has worked well on my bike for 2+ years/25K miles. The LED's on the saddlebags function as run/brake/turn signals and they have the same brightness as they would in the run/brake HD standard install. I compared mine to a buddy's saddlebag LED's and mine were the same as his in the run/brake modes with the turn signal brightness the same as the brake light.
