Unlike the seat, the handgrips are exposed to air flow which quickly cools surfaces, which is why your hands get cold long before your butt. At the 28 degrees you were riding in at 65mph, the air flowing over your hands felt like 7 degrees

By design, the most that a heated grip should put out is as much as can be reasonably tolerated while standing still at the highest setting. Unfortunately that is simply never going to be enough heat in temps below 40 while traveling at 65mph.
Now maybe if they could come up with a "smart" grip that could maintain a specific temp that takes into account wind chill effect, then maybe you could have grips that put out more heat. Until then, more heat from grips would only result in lawsuits from numbskulls that burn their palms when they forget to lower the temp of the grips when they stop at a traffic light.
