Parts of Los Angeles are known for criminal gangs. Although I do NOT wish to paint all residents of these communites with a broad brush, South Central Los Angeles is known for black gangs, and East Los Angeles are known for hispanic gangs. Thes gangs recruit youths by simple initiation rite such as spray painting walls, also know as "tagging" with the name of their gang or symbols, or stealing parked cars from the street. When they become full gang members they participate in crimes to include extorting small business owners, armed robbery, prostitution and the trafficking of drugs. From this "culture" comes a littany of "Ghetto" expressions such as "Jack", the short term for car jacking, or stealing a car or property at gun point, "clocking", or standing on a corner for a predetermined amount of time doing your work selling drugs, or "Pimping". The term "pimp" means to take a bland looking item and making it attractive so that it becomes desired.
As expected these criminal enterprises are VERY territorial. They regularly engage in open combat over certain parts of the city under dispute between the two gangs. The poor residents who live there are often caught in the cross fire. As these open battles rage, the weapons they are using often discharge the empty "brass" shell casings on the street. The shell casings all leave certain firing pin markings and chareteristics on the primers on the back side of the casings. These markings are often used as evidence to convict shooters or otherwise gain probably cause in furtherance of prosecution. So a person engaged in a gun battle has to make a decision to either pick up the "spent brass" and dispose of it somewhere else to get rid of the evidence, or leave it and just get another weapon for the next crime.
