Yes, the Hi-Outputs are loud for me. But I'm running the V&H Dresser Duals which are a true dual setup. The problem I find with the true duals is that the rear cylinder pipe (right side) is significantly shorter than the front cylinder pipe (left side). The left side does not bother me nearly as much as the right side.
There is another CVO Street Glide here in town that is running the Hi-Outputs with the Fullsac X-pipe (similar concept to the power duals) and it is much less loud than mine. Much deeper rumble and definitely no noticeable "crack" like mine. I'm saving my pennies for a 2-1-2 pipe for sure.
I have used the Quiet Baffles. I have put them in and taken them out numerous times. They definitley make the pipes quieter. The problem is that at idle they have a sound (they best I can describe it) that can be compared to a car with an exhaust leak, kind of "fluttery" if you know what I mean. The quiet baffle has a perforated cone in it that I'm assuming makes this windy fluttery sound. Cruising down the road they are nicely quiet. Hard on the throttle they have a unique sound. Again, the best way for me to describe it, they have a "squatty" sound. Pretty cool actually.
I've messed with these pipes and baffles so many times I can't even count. The latest that I've done is to cut out the perforated baffle sectionof the quiet baffle, leaving part of the cone shape, and turned them around to add some back pressure. Worked, bike runs stronger and they sound truly awesome hard on throttle but I made them louder and more annoying.
Like I said, Hearing the Hi-Outputs with the 2-1-2 setup they sound real deep, Harely Davidson loud but not "nearly" as annoyingly loud as a true dual setup and that annoying "crack" seemed to be gone.
