I probably shrunk an inch at this point which would put me at 5' 6".  I had a 2010 CVO Ultra, and now an 2011 CVO RG Ultra.  I have progressive 940's on the rear and mono tubes on the front.  I have no problems with the stock seat moving the bike around, nor do I feel uncomfortable stopping at a traffic light.  Do I sit on it like I would a Fat Boy or Heritage, NOPE, but I'm good with it and what little height I have is torso versus inseam so you should be fine.  I have the shocks set right in the middle, not at the lowest or lightest load and I'm still fine.  I rarely ever ride two up, however I would stay away from the lowering kits, they lower the rear nicely for handling but take away from the ride, especially if you ride two up.

Thanks for the advice - I will ride for a few weeks and make a decision, I may have Mean City Cycles do a custom heated 2011-2013 stock ultra seat

I have a 29" inseam and have no problem at all with my '08 CVO Ultra, considering that I have a H-D front & rear lowering kit.  Love my heated seat too!

Mean City will not work on the Hammock seat, FYI. May need to research the aftermarket solutions if you have a hammock.

I am going to try riding a couple weeks to see if I need to do anything but if I do here is what my options are (any adivise would help): I am keeping a heated seat
My inseam is 28"

1) buy a 2011 stock standard seat and have mean cycles customize it with heat
2) buy mustang seat with heat - not sure if they do they low down with heat, but they say the touring will give me 1-1/2 inches
3) do 940 progressive shocks

I have a spare stock 2011(or 2009, if you prefer), if you decide to do this.  What's your zip?  I could make you a deal if I don't have to ship it.

If you were closer, I'd consider riding to meet you for hte deal.  I don't know what it would cost to ship it halfway across the country.  It's probably easier for you to find one on Craigslist or eBay.

If you really need this seat from me, PM me and we'll talk.

I'm about 5'9" but lost the heated seat within 2 months of purchase.  I was happy to give up the heat for more comfort (which I found, by the way, in a stock Ultra seat  :o).

I have short legs too, so I did the 940's and mono tubes also, after not being totally satisfied  I bought a reach seat. That really helped, for getting my feet flat on the ground while sitting on the bike, but really gave up too much ride comfort that the Hammock seat gave along with the heating for cold days and nights so I went back to the stock seat and am very happy.

I am 5'8'' with about a 28' inseam. I lowered mine 1" front and rear. The dealer told me that they can lower the new frame lower by changing the mid section of the bike. It was originally done for the street glides, but someone that works at the dealer had his ultra lowered this way, as he was short. He supposedly could straddle the bike standing up. It's a bit more costly though.
