AJ, if you want to give yourself an easily accessible power point that is unswitched you'll need to run it from the battery.  You really have only a couple of options.  If you hook up a battery tender its harness could be used.  There are adaptors to go from that connector to a lighter type plug.  

You might also mount a fixed power point that is easily accessible but even more convenient and flexible in use.  An outfit called Powerlet has lots of options.  Most common is using the BMW style plug.  Even if you use a battery tander you can get an adaptor (from Powerlet or lots of other places) that will convert that connector to the BMW style connector.  The BMW connector is pretty ubiquitous in the bike world otherwise.  Then you've got one fixed and easily accessible connector for phone chargers, GPS, battery tender, camera batteries or whatever.

Here's where I mounted it. There is a already a hole to run a bolt through in that area in front of the battery.  So no drilling or any other work.  Easy to access for heated clothing while on or off the bike and anything else you can think of.

I'll second 2lanes comments on powerlet. Seem like real good people to deal with.  I wanted a power point in my tour pack for phone charging so I called and told them what my application was and how long I wanted the cord. Got it in about 4 days. It's fused and hooks directly to the battery.
