I could of sworn I saw something like that for fueling, dry adjustment or something..

The "dry" method has been around for a long time, and if it's done correctly and to the right spec it will work. No matter what method anyone uses, the usual objective is to wind up with the lifter plunger centered vertically in the lifter bore. If you start with the plunger at the top and extend the pushrod to center it, or you start with the plunger bottomed out and then shorten the pushrod the required amount to center it, you wind up at the same place, in the center. However, when you fire the engine up afterward with all those "dry" lifters it's not such a great thing. I haven't seen any lifter or pushrod companies promoting the dry method in a long time. Perhaps you were reading one of those Donny Peterson articles; he throws out ancient stuff in his ramblings all the time.
Btw, when I say centered that's not to say you have to actually center the plunger. Some recommend various levels of preload that aren't exactly centered, claiming various benefits for their recommendations.
