My father-in-law (Jim Dunscomb) was a NYC Fireman, old school, dyed in the wool 2 fisted drinker that was fiercely independent and didn't cotton to pesky meddling by the government in his affairs. He loved his country but intensely disliked the bureaucrats.

I myself have more to worry about than the EPA sniffing my tailpipe (hence my statement "come get me"). I think if they are going to pursue anyone on this issue it will be the OEM people. Last I checked, states do not enforce federal laws and I don't believe the EPA has enough enforcement staffing to pursue the individual owner that changes his/her exhaust/intake/ECM/ etc. Frankly, I don't think they are interested in that kind of "violation".

I suppose there might be some state(s) (California comes to mind) that may pursue state level noise/emissions enforcement at the individual level (other than annual inspections). If that happens, choices will have to be made as to how the individual wants to deal with it.

I'll be interested to see what the MOCO comes up with in the future. Water cooled dressers??? Not a lot of "tradition" or Harley "mystique" there. Might have to change their sales pitch.

A few weeks back I was in my local dealer (Treasure Coast HD) and asked the Service Manager about all this.  He told me that they will not perform modifications to model year '06 (and up) bikes except to install those factory packages that have been approved by the EPA.  These packages include 95 and 103 kits--but only with either stock or HD-provided catalyst equipped exhausts.  The big bore kits included only pre-selected camshafts, as well.

But if the States want to continue getting Federal highway dollars, they must prove that they are in compliance with the latest Federally mandated, EPA regulations.  And the States want that Federal money real bad.  I agree with the staffing shortage part.  The best way to regulate this on the individual level is to tie emissions (and maybe noise, as well?) compliance to the ability to get an annual vehicle registration.

How can they do that? I guess with a mandated vehicle inspection program maybe?? (We don't have that in Colorado)

I'm definitely not a legal beagle, but back when I lived in Virginia we had state safety inspections (every 6 months when I first moved there, later changed to once per year).  After Federal emissions laws were enacted, part of that inspection included verifying the presence of the catalytic converters and fuel filler pipe reducer (for unleaded fuel) on cars.  So even though these were a Federal requirement, the checks found their way into state inspections.

I would guess that the most likely places to start inspecting bikes for compliance would be California and those northeastern states which have enacted emissions regs similar to the California model.  Any state, or portion thereof, which fails to meet EPA air quality standards can be compelled by the EPA to set up vehicle emissions testing.  Northwest Indiana, where I live, is one of those "non-attainment" areas, and we have testing for cars at this time, but nothing so far on bikes.  As for noise, I figure any state (Indiana) dumb enough to legalize the sale and use of fireworks (I'm not talking firecrackers and sparklers either) can't be too serious about noise pollution.  I won't lose any sleep over that part of the equation.

OK I guess this is why we call it 07 rumor time. But since I am waiting for the 07 does anyone "Really" know what to expect? Paint, gee-wiz stuff and most important the design. Same, changes, and so on. In no that is OK we will just have to wait.

Well - having two CVO Screamin Chickens with 103's before this bike - both with HD Download, Techlusio, Air Cleaner and HD Slip-On's - and then keeping this bike stock (2006) other than the other bikes being a little louder with the slip-on's - I am happy with the performance of this bike as is...

Will just keep my current exhaust and live with it ;)

Hey, jfscheck, that's good to hear that the '06s are dialed-in w/ the stock EPA stuff in tact......I know on the '04's and '05's, you just had to change the restricted intake and exhaust and re-map at a minimum to wake up the beast.  ::) har!  [smiley=huepfenlol2.gif] spyder

The big difference betwen the '04/'05 and the new '06 is the exhaust is louder - kinda wierd but true!   [smiley=nixweiss.gif]

Howdy All, it's that time again, what will the CVO gods come up with this year? With my luck it will be a SESG. Thats only because I spent all year turning my FLHX into a SESG, or as JC calls it "a morphadite". Whatever the case I love hearing all the rumors on what it could or might be. Woulda, coulda, shoulda, mighta, oughta been, you know what I mean? To those that don't know, the MoCo posts what the new SE models on the internet on July 23 or 24th if memory serves me well. Jonga, it's a pretty sure bet they'll do the 2nd year of the Ultra for the CVO touring model.  So, no street glide in '07.   :-X  har!  [smiley=beer.gif] spyder
